The purpose of this amendment to the Constitution of the United States of America is to correct errors of interpretation which have arisen.
Any law or regulation within the jurisdiction of the United States which halts, or creates a serious impediment to the right of sane and lawful citizens to purchase, own, or carry a personal firearm shall be rendered immediately null and void.
No individual, beginning on the year following ratification of this amendment, shall be allowed to seek or hold more than two terms as a Senator of the United States or more than five terms as a member of the House of Representatives.
The Congress of the United States of America shall be required to balance, within any year, the income of the government of United States with its payments. This shall be abridged only in a time of declared war or national emergency, declared so by a two thirds majority of both houses of Congress.
No person shall be considered a citizen of the United States by virtue of birth within the United States unless both parents were legal residents of the United States at time of birth. This shall be enforced from the moment of ratification of this amendment but not applied ex post facto.
No jurisdiction within the United States of America shall be allowed to abuse the process of imminent domain. It shall be forbidden to confiscate the property of individuals or groups of individuals to award or sell said property to other individuals or groups. Fair use shall be for public buildings or monuments, transportation, or public utilities.
No incidental, historic, or innocuous display of symbols or words which recognize the historic religious sentiments of the public, nor any moment of silence, simply by being found on public property shall be construed in any way as an establishment of religion.
Pursuant to the free exercise of religion, benedictions, weddings, and funerals held on public grounds shall be allowed to have prayer and or songs or worship.
No one shall be allowed to use religion as a reason not to follow prudent laws or regulations regarding the showing of one’s face in public or upon photo identifications. No religious sect or group shall be allowed to disturb the peace with loud demonstrations or calls to prayer which is not our custom in the United States.
The Congress of the United States shall not give any favor, monies, specific aid, or non-common use of land or resources to any private entity or industry for any reason. This shall include, but is not limited to subsidies either direct or indirect. The government shall only be allowed to give payment for services rendered, goods or services selected by bid, or in the form of vouchers for education or medical services.
It shall be unlawful to adjudicate any law or regulation within the United States by using or citing foreign law or custom in any way. This shall be an impeachable offense.

A budget amendment is terrible public policy. first off, it will have the opposite effect that you want. It will not shrink spending but will give perfect cover for those who want to raise taxes.
Second, even a minor recession has the distinct possibility to decrease receipts while increasing legitmate and necessary social welfare payments (e.g. - i lose job, stop paying taxes but start collecting unemployment). In these situations a BBA would force us to cut spending or increase taxes, both options having a great proability of plunging us further into recession.
BBA_ is simply the Democrats Pay-Go rules written into the Constitution.
About amending the Constitution is it requires an overwhelming majority of elected politicians to concur. There are only two ways to do it: Congress passes the amendment and refers it to state legislatures, which then must be approved by 3/4 of them; or 2/3 of the state legislatures invoke Article V of the Constitution and call a Constitutional Convention.
Congress overrode Bush's veto to spend $23 billion on pork barrel water projects. Do you think they're going to support anything that limits their spending? Their time in office? Their power to take property?
This is a Conservatives wish list, but has absolutely zero change of becoming law.

Achieve higher transparency, holding public officials accountable for every penny spent while giving citizens access to the decision making process. People can read proposed bills online and have a public debate about them, before the bill would go to the session of Congress to be voted into law.
Now there's no more oak oppression,

Require that congress be in session for no longer than 90 days per calendar year, and limit their annual salary to $1000.
