Conservative in Intent or Conservative in Effect?

Perhaps John McCain is a Conservative...
Waitwaitwait. Bear with me on this.
We all know Senator John McCain. We know his positions and his words and his actions. We know what bills he has written, what bills he has backed, and what bills he has shepherded through the labyrinth into law. We know that in his thoughts and his words and his deeds, McCain is certainly not what any of us would call Conservative.
But there is something we have forgotten...
You see, the Law of Unintended Consequences works both ways. It's not always bad.
Senator McCain wants lower gas prices. In order to get them, he's pushing for allowing the states to decided for themselves whether or not to drill. And he has championed the building of new oil refineries and the expansion of old ones. One of which is supposed to be expanding in Michigan and a new one in South Dakota within the next few years.
McCain wants a strong military and a victory in war. In order to get that, he has gone to the trenches to defend our troops in all areas but one (and, frankly, while he's wrong on that one point, it's an understandable disagreement that I have long forgiven him for, and so should you).
McCain wants "energy independence" and a shift away from petroleum and fossil fuels. In order to achieve that, he has championed nuclear power as the answer (he has also pushed this idea as the solution to Global Warming ™ ).
McCain is and has always fought for lower government spending. He his hostile to pork and new government programs and is arguing for changes to current programs to prevent being forced to raise taxes to avoid insolvency.
McCain has declared he wants more justices like Roberts and Alito. And after the last few decisions by Kennedy, et al. he has perfect reasons to fight to get them.
Just think about the results of pulling these goals off. IF, and I do acknowledge it's a HUGE "IF", he can accomplish even half of these goals, he will be, in effect, the most Conservative president in my lifetime (and I know a lot of people will hate this statement) even including President Reagan.
Whatever his personal philosophy is, whatever his intentions, the effects of succeeding in these goals will forward the Republican Party and the Conservative message (because aren't these things that we've been championing all along?) and strengthen America more than anyone else in recent history that I can name...
Of course, if he fails to achieve these goals, well...
